How does Enck control operator autonomy?

Every operator starts in approval mode. A tenant can explicitly move an operator to reactive or proactive mode, while central runtime policy still gates first-contact, destructive, threshold-exceeding, and blocked actions.

Is this a separate standalone worker?

No. Enck exposes one product operator per customer workspace, configured with skills, workflows, tools, knowledge, and approval policies through the runtime.
